Altera DE1 FPGA Gameboy Overclock / Underclock

This is a really simple and fun project I worked on. Took me 4 hours to get running as I was very new to Verilog...
What I managed to do was use the on-board crystal clocked at 40 MHz to speed up my Gameboy Color with my Altera DE1.
I then figured out that I could use a counter to slow this down, to around 4 MHz.
